2004年11月に「てる」さんと同じ質問をIECGのレイティング担当者 Dr. Ortwin Paetzold にしたことを思い出しました。探したらログが残っていましたので、以下に転載します。

Dear Sjuji-san,
SB means Sonneborn-Berger Evaluation. This is a tie-breaking rule Used in round robin tournaments. It is calculated by taking the sum Of the points of your onents you have beaten and half of the sum Of the points of your opponents you have drawn against. Example:RL-2004-0-00025, you have won against Certoux (2.5 p), Ong (2.5 p), And Mattfeld (1 p), therefore your SB value is 2.5+2.5+1= 6.
Certoux drawed against Ong and won against Mattfeld, therefore his SB value is 1+ 0.5*2.5 = 2.25.
The performance is the rating performance in this special tournament Based on the Tournament Entry Ratings (TER). If the performance is Smaller than your TER, then your result is worse than could have been Expected before the start of the tournament. If it is bigger, you performed Better.
